Он был учрежден в 1694 г. лондонскими торговцами как частный банк для предоставления ссуд государству и для урегулирования национального долга. В 1946 г., после принятия Закона о Банке Англии, он стал государственным.
Банк Англии действует как государственный банк, предоставляя кредиты и организуя займы путем выпуска первоклассных ценных бумаг. Банк помогает в проведении государственной финансовой и денежно-кредитной политики, так как подчиняется Министерству финансов. Он располагает также широкими, закрепленными законодательно, полномочиями контроля над банковской системой, в том числе над коммерческими банками, для которых он, оперируя на учетном рынке, является кредитором последней инстанции (lender of last resort).
По Закону о банковском чартере (1844 г.) Банк был разделен на два отделения: эмиссионное и банковских операций.
Эмиссионное отделение несет ответственность за выпуск банкнот, а также монет, изготовляемых Королевским монетным двором (Royal Mint).
Отделение банковских операций предоставляет банковские услуги (включая ведение счетов) коммерческим, иностранным и другим центральным банкам, а также государственным министерствам и ведомствам.
Банк управляет национальным долгом, выступая в роли регистратора государственных ценных бумаг. Кроме того, он, в случае необходимости, осуществляет валютный контроль (exchange control) и управляет фондом выравнивания валютного курса (exchange equalisation account).
Руководство Банком находится в руках Управляющего, заместителя Управляющего и Суда (Совета) 16 директоров, которые назначаются королевской властью на срок 4-5 лет.
